About this calculator

A delayed export or import is rarely caused by the ship; far more often one document is missing or does not match. An invoice that differs from the packing list, a quarantine certificate that has not been issued, or a certificate of origin that fails the FTA rules can keep a container at the terminal while demurrage runs.

This checklist builds the documents commonly needed in Indonesia from three choices: direction (export or import), mode (sea or air) and the nature of the goods. Core documents always appear: the NIB, which also serves as the importer number (API), the customs account, the contract, commercial invoice, packing list, the customs declarations (PEB and NPE for exports; PIB, payment billing and SPPB release for imports) and the transport documents (B/L or AWB, D/O, VGM). Conditional documents are added for the flags you tick: plant, animal and fish quarantine; BPOM registration and halal; SVLK/V-Legal for timber products; ISPM 15 for wooden pallets; export/import approvals and surveyor reports for restricted (lartas) goods; SNI certification for mandatory products; certificates of origin for preferential tariffs; plus L/C documents, insurance and the dangerous goods declaration.

Each document shows its issuer and purpose, so you know whom to contact. Tick what is ready, share the link with your team or customs broker, and print it as a control sheet. The exact requirements still depend on the HS code and the latest rules; check the INSW portal, customs and the Indonesian Quarantine Agency for your goods.

Worked example

An exporter ships roasted and green coffee to Japan by sea on wooden pallets, and the buyer wants the IJEPA tariff. Tick plants, wood packaging and preferential tariff:

  • Core sea-export documents: NIB, tax ID/CEISA, contract, invoice, packing list, PEB, NPE, booking/SI, VGM, B/L
  • Added: phytosanitary certificate (plants), ISPM 15 mark (wooden pallets), certificate of origin (preferential tariff), and a fumigation certificate, which appears for two reasons at once: plants and wood packaging
  • The import certificate of origin does not appear, because that document belongs to the import flow

How to use it

  1. Choose direction and mode

Choose export or import, then sea or air; the transport documents adapt (B/L and VGM, or AWB).

  2. Flag the goods

Tick the groups that apply, such as plant products, timber, processed food, restricted goods, DG or an FTA tariff.

  3. Tick ready documents

The list is grouped by stage; tick what is ready and see why each conditional document appears.

  4. Share or print

Copy the link so your team or broker sees the same status, or print it as a shipment control sheet.

Frequently asked questions

What is the difference between PEB and NPE?
The PEB is the export declaration you file with customs through CEISA. The NPE is the export release note issued once the PEB is processed; the NPE is needed when the container gates in at the terminal.
Does every exporter need a certificate of origin?
Not always. A certificate of origin is needed when the buyer wants a preferential tariff under a trade agreement, or when the L/C or destination country requires it. Without a preference claim, many shipments only need the invoice and packing list.
How do I know whether my goods are restricted (lartas)?
Look up the HS code in the INSW portal (Indonesia National Single Window). It lists prohibitions and restrictions, the agency that issues the permit, and the documents required before export or import.
Do wooden pallets need special documents?
Solid wood pallets and crates must be treated under ISPM 15 and carry the IPPC mark. The mark on the packaging is usually enough, but some buyers or countries ask for a separate fumigation or heat-treatment certificate.
Does this checklist replace advice from a customs broker?
No. It helps you prepare and coordinate. The exact requirements depend on the HS code, the destination or origin country and the latest rules, so confirm with your broker, customs or the relevant technical agency.
