Regulated Agent (RA)
A regulated agent is a business, usually a forwarder or cargo warehouse operator, approved by the aviation authority to carry out cargo security screening in line with ICAO Annex 17 principles. In Indonesia, approval comes from the Directorate General of Civil Aviation at the Ministry of Transportation. Cargo that has not been screened by an RA or tendered by a known consignor cannot be loaded. Screening may use X-ray and adds cost and time, so allow for it in the schedule.
